Server
They have one server, available on news.buzzardnews.com and situated on US server farm. It is available on 119 (which is default for most news readers) port. The download limits are reset every day at midnight, according the California time.
Retention and completion
They have over 120 days of retention for binary groups and over 360 days for the text groups. The header retention is more than 95 days. It is also handy to try their retention tester to check retention status of any group. Completion rate is over 99%.

The header downloads are not counted against user’s account.
